If you really don't know 2 people you can ask to sign a bit of paper (neighbours, work colleagues etc.) there might be people who work there that could do it. Call the registry office and ask.

When I google beach flowers I'm seeing a lot of flowers from the daisy family, the good thing about those is they are cheap. Have you talked to a dressmaker or alterations place about getting your 1st dress fixed? As far as I can see from the photos its only problem is that they have skimped on the layers of tulle/net around the bottom, it's really an easy fix you just need to cut out a few more of the ruffles and attach ...

Can you do an initial discussion with your florist via phone or email? Presumably she's going to want to have an idea of what you want beforehand so she knows what to order.
