I'm wearing a tea length dress so fortunately heel height doesn't affect my hem length. That said, why can't I find any nice shoes with a 4-5cm heel? hmmm... You might still have to have a small mermaid style tail so you can walk, I'm not sure that makes sense...

The best thing you can do is go to a dress maker and show them the picture of the dress you want and ask if the alteration is possible!
